LEGACY FOURSOLUTIONS

For small suppliers

Get registered. Let the bids come to you.

We registered a one-person, veteran-owned business on federal, state, county, and university bid systems, in 40+ states in about three weeks, without paying a registration service. This is the exact method.

The problem

Agencies don't search for you. Their systems notify registered vendors.

Most state, county, and university purchases are announced to vendors registered under the matching commodity codes. If you're not on the list, you never see the bid. Registering in one state is a chore. Registering in forty feels impossible until you see the pattern.

The pattern: learn 10 platforms, not 50 states. Most states don't build their own procurement software. They buy it from a handful of vendors: JAGGAER, Ivalua, CGI Advantage, PeopleSoft, SAP, Periscope, and a few others. Once you've done one Ivalua state, the next one goes much faster. Some platforms share one login across dozens of agencies.

What's inside

A playbook you can follow this week.

  • The document vault: the 12 things every portal asks for, gathered once, plus a one-page "master dossier" you copy from all month
  • Federal first: SAM.gov (it's free), your UEI and CAGE code, and SBA certifications
  • Picking codes: NIGP vs. UNSPSC vs. NAICS, what level to choose, and the traps that silently drop your picks
  • The 10 platform families behind most state systems: where you'll meet each one and its quirks
  • A 12-step routine for every portal, plus how to batch the owner's sign-offs
  • Veteran and small-business preferences: self-ID vs. certified vs. in-state only, and how to stay honest
  • The money traps: transaction fees, award-only steps, and annual renewals to know before you bid big
  • Beyond the states: counties, sheriffs who buy separately, universities, and school-district networks
  • A 50-state quick reference with each state's portal and platform
  • Bonus spreadsheet: a registration tracker with all 50 states plus SAM.gov pre-filled, a document vault checklist, and a monthly routine

Who it's for

Small businesses selling what government buys.

First-time government vendors, veteran-owned and other small businesses, and anyone who has started a registration, hit a confusing portal, and quit. Our examples come from food distribution, our business, but the method works the same for janitorial, IT, office supplies, construction services, and more.

I spent 24 years in the Marine Corps, then built Legacy Four Solutions to supply food to government buyers. Getting registered was the first wall I hit, so I documented every portal as I went. This is the guide I wish I'd had on day one.

Questions

Before you buy.

What exactly do I get?

A 16-page PDF playbook and an Excel registration tracker, both available to download immediately after checkout. Stripe also emails you a receipt.

Is this legal or tax advice?

No. It's practical experience from registering a real small business. Program rules and portals change, and the guide tells you where to verify each requirement.

How current is it?

Current as of October 2026. States do switch systems, and the guide notes several that changed in 2025–2026.

Will it work for my industry?

The registration method, platforms, and traps are the same for any goods or services. Only the commodity codes change, and the guide shows you how to pick yours.
